PREPARATION
Pour hot water over chiles and let stand about 30 minutes or until softened; drain and set aside.
Process all ingredients in a blender or food processor until smooth. Serve with chips or stir into soup.
* To roast vegetables, grill tomatoes and onion, or broil in a broiler pan lined with aluminum foil, about 10 minutes or until blackened on all sides, turning occasionally. Wrap in foil and let cool; set aside.
